Hallyu : Twenty-Five Years and Beyond on the occasion of the 25th Anniversary of Korea’s Membership in the OECD

December 2021 will mark the 25th anniversary of Korea’s membership in the OECD. One of the key motivations for joining this group was Korea’s desire to develop its services industries. It is perhaps no coincidence that, in the year preceding Korea’s accession to the OECD, President Kim Young-Sam was amazed that the box-office revenues of the US blockbuster film Jurassic Park (1993) amounted to the annual sales for 1.5 million Sonatas, Hyundai’s leading car produced at that time.
Twenty-five years later, Korea’s cultural industries are among the most dynamic in the world. “Hallyu” has become a significant growth engine of the Korean economy. Korea accounts for 2.6% of global market share of the cultural content industries, which is the seventh-largest in the world, generating about 114 billion USD in sales, 10.3 billion USD in exports, and 660,000 jobs. Moreover, it has been constantly and rapidly growing, with an expectation of continued growth of 4.4% through 2022. In this regard, it is worthwhile discussing what are the success factors of Hallyu.
As in many other sectors across countries, Hallyu is facing new challenges. The COVID-19 pandemic is likely to have long-lasting effects on all aspects of our lives and livelihoods, making it inevitable for Hallyu to continue to transform itself in order to adapt to the new global challenges. This seminar will provide an opportunity to draw some lessons from Hallyu’s success as well as insights on how to transform the future challenges into opportunities for the sector’s continued success.
The first session (presentations) of this event seeks to show the Korean industrial powerhouse in three areas : film, drama and K-pop. If people are now more or less aware of Korea’s success at international film festivals, K-drama or K-pop’s growing visibility in the global market, very few realize that these results rely upon industrial success through systematic business efforts. Today, the Korean film industry is larger than most of Europe’s, and the K-pop industry was the first to actively engage in digital on-line music, now taken for granted in music industries around the world. All of these developments have taken place in an international environment reflected in the original vision of the OECD.
The second session (panel) looks at specific challenges and opportunities for the future : the role of the state in supporting the international dimension of cultural industries, the function of business in a new globalized and digitized environment, and the challenges that the COVID-19 pandemic has brought to Korea, as well as other useful implications.

Événement présenté à l’occasion du 25e Anniversaire de l’adhésion de la République de Corée à l’OCDE
Cette année, le mois de décembre marquera l’Anniversaire de l’adhésion de la République de Corée à l’OCDE. Motivée par un fort désir de développement industriel, la Corée du Sud a rejoint cette grande organisation internationale il y a 25 ans. Ce n’est sans nul doute une coïncidence, mais il est intéressant de rappeler que l’année précédant cette adhésion, le Président de la République de Corée, Monsieur KIM Young-Sam, avait déclaré à l’époque être impressionné par les scores affichés au box-office par le film Jurassic Park (1993). Et pour cause : ce chiffre correspondait à la vente de 1,5 million de voitures Sonata de Hyundai (alors le plus grand constructeur automobile coréen) en une seule année.
25 ans plus tard, l’industrie culturelle de la Corée est désormais parmi les plus dynamiques au monde. De fait, la Hallyu, ou « vague coréenne » en français, est devenue un puissant moteur de l’économie de la Corée et n’a de cesse de croître, avec des prévisions à +4.4% de croissance pour l’année 2022. Cependant, comme de nombreux secteurs à travers le reste du monde, la Hallyu doit affronter de nouveaux défis et s’adapter au contexte mondial, et plus encore en cette période de pandémie de Covid-19. Cette conférence sera l’occasion de mieux comprendre les clés du succès de la Hallyu, et de réfléchir aux moyens de transformer ces challenges en nouvelles opportunités afin d’assurer la continuité de ce modèle économique.
